Please note that if you get copies of our CC&R's from the county registrar, you will find them mixed up with information from nearby associations.  We have been unable to untangle those copies in the official filings.  Also, please note that the original developer created our CC&R's by copying over versions from other developments--you'll find references to issues that are not applicable to our units such as discussions about chimney maintenance.  (Our units do not have fireplaces.)    

Some key questions new buyers often ask are:

How is the HOA managed?
We have a volunteer Board that supervises the regular running of the Association.  Members serve two year terms.  We have an ARC (Architectural Review Committee) that reviews requests for home repair or changes and we meet annually as an Association in the early summer.  We encourage new members to attend the meetings and to volunteer for service.

Recent Boards have emphasized more clarity and transparency for the community and have developed more specific documents and guidelines for everything from hot tub installation to rental procedures.  The HOA has also just completed the process of "Amending and Restating" our CC&R's which we hope has made them simpler and easier to read.  These new CC&R's obligate the Board to create clear guidelines for certain topics--guidelines which can be amended based on community feedback as appropriate rather than requiring the Association to go through a lengthy and expensive CC&R amendment procedure.  We encourage resident participation in our community.

What are the monthly dues?
   
From May 2024, dues are 195.00 per month.  Among other things, the fees cover weekly pickup of  trash/recycling, front yard landscaping including watering, association insurance (private insurance is also required), exterior painting, roof anti-moss treatment and assorted other exterior maintenance.  Special assessments are permitted by the CC&R's, but the goal is to avoid them by having sufficient funds available through our monthly dues to cover any routine needs.  The Association is currently in the black.   

Who is responsible for the roof?
   
The homeowner has responsibility for the roof over their own unit.  If there is a natural disaster and the roof is damaged on multiple units, the HOA's insurance may be activated, but for normal wear and tear, and even normal minor damage, the homeowner has responsibility.

What responsibilities do I have as a homeowner?
   
The homeowner has responsibility to maintain the property in good condition, follow our Exterior Decoration policies, maintain the specified insurance coverage on their unit.  

Can I rent my unit?

The HOA allows up to 7 units to be designated as non-owner occupied properties.  Applications to designate a unit as a rental property must be approved by the Board.  Occupation by non-owner family (children, older parents, etc.) count towards the 7 unit limit.  Full details are in the Rental Section.

What are the pet policies?

Homeowners are allowed 2 pets which must be kept under control at all time.  The exact CC&R clause is "No animals, livestock or poultry of any kind shall be raised, bred for commercial purposes or kept on any part of the Properties except dogs, cats or other tame, domestic household pets, provided that all pets except cats shall be kept on a leash under the personal control and in the presence of the owner and at all time. Pets are limited to two (2) per lot."

What are the nearby schools?

McCornack Elementary School, Kennedy Middle School and Churchill High School are all within easy walking distance.

Is mail delivered directly to my home? 

We have community boxes for mail delivery and a specific box number is assigned to each unit.  

What is the parking situation in the Association?

Street parking is at a premium here, and most residents park in the owner's garage and driveway. (Most of the driveways, although not all, can fit two cars in front of one unit if they are carefully parked.) 

Any other parking is available as “first come, first served.” There is some open street parking on Westleigh (except next to the yellow curbs) and in the lot at the south end of the complex. No long term parking is allowed anywhere on the streets. The single parking spots at the end of each cul-de-sac of our HOA are specifically limited to no more than 72 hours/3 consecutive nights.

Note that rental units are restricted to three cars per property and only of those vehicles may be regularly parked on the street.  

What is included in the trash pickup?  Does the HOA recycle?  Compost?  

The sanitation service is provided by Sanipac and includes garbage and recycling.  35 Gallon containers are provided for the garbage and 14 gallon tubs for recycling, which are emptied once a week. We do not specifically compost as an HOA.

What is the utility situation?

The homes were built with small wall heaters and no central air.  Some homeowners have put in ductless heating/air conditioning or window air conditioners, following the guidelines outlined in the CC&R's and the Exterior Policies (both available on the document page.)  There is no gas service into the development.  Internet and television can be provided at the homeowner's option (and expense) by either cable or satellite services and there is the usual choice of telephone (and DSL) providers.  There are specific policies regarding the placement of satellite dishes.

How do I get access to the locked gate?

Residents can request a copy of the key from the Board..

Tell me about insect control.

The HOA has a contract with a local exterminator.  Sprays are done on a regular basis and special treatments can be done upon request.

How many members in the Association?

We are 21 units. We also share common ground with two other Associations and all the streets within the entire development are called "Westleigh Street" (including those unlabeled on the map below).  It can be a challenge for a taxi driver sometimes!  We are the yellow units in this map:
